Congratulations to this man for receiving Thai citizenship. You’re now officially Thai, with voting rights and full citizen benefits. The different numbers on the Thai ID card are simply used to distinguish types of citizenship. If you receive the blue ID card, it means you have full rights just like any Thai citizen, including the right to vote
